The contents of this Project Health, Safety & Environmental Plan will apply to all activities within the Contractor’s scope of works for the captioned project.
This HSE manual will be the guide line of all activity in the project and shall be applicable to all sub contractors of Qmech involved in the project.
Compliance of this will be mandatory by all Sub contractors. |
Purpose of HSE |
Purpose of the Health, Safety and Environmental (HSE) Plan is to prevent, locate and correct conditions responsible for accidents resulting in economic waste and human injury and to maintain a safe working environment for all Employees, Sub contractors, Suppliers and any concerned parties involved in the Project.

HSE Management Plan
HSE Management Program is designed to ensure a consistent and effective approach on all the construction sites and individually empowers every employee including sub-contractors to work safely and to enforce health, safety and environmental control.
Through formal job training, each employee shall:
- Know what to do
- Have the proper tools and resources
- Must be able to measure what they are doing
- Be in a position to take corrective action on unsafe acts or conditions.

The HSE Management Program increases safety awareness, measures health, safety & environmental performance and establishes an effective action program. The collecting and analyzing of data is of great importance to manage HSE properly. It is therefore important to encourage the reporting of all incidents.The HSE Management Program also describes the approach to safety and how safety should be managed on construction sites preventing any form of loss with emphasis on human loss.
The function of the HSE Management Program is to:
- Establish a common health, safety and environmental management structure for all projects
- Define the HSE responsibilities for each person
- Identify arrangements and implement controls to minimize risk
- Set up environmental protection controls
- Define the safety and security procedures for the project.
